MINUTE BY THE HARBOUR MASTER.

Hon. Colonial Secretary.

I submit an application from Mr. Alwyne Oliver (a retired Naval Officer) for the vacant post of Assistant Harbour Master.

Mr. Oliver appears to be suited for the post.

A necessity exists at the present time and will be amplified on the acquisition of the new territory and the consequent extension of the waters of the Colony, for the services of a qualified officer to assist the Harbour Master in his various duties apart, to take charge of and supervise the outdoor work in the Harbour and beyond it, and to visit and inspect the various branch stations.

The desirability also of having on land a properly qualified officer to take the place of the Harbour Master during his temporary absence from illness or on leave has been fully illustrated in both particulars recently.

I trust therefore that His Excellency will find himself able to entertain Mr. Oliver's application and in that case I would respectfully suggest that he might be appointed Acting Assistant Harbour Master on 3 months probation, at the end of which time if both parties are satisfied, the Secretary of State might be asked to appoint him to the substantive post.
